Fan the monthly billing run out to per-team worker jobs

Turned the monthly billing run from a single monolithic scheduler job into a fan-out orchestrator, handling each team's unit of work independently. At ~2s per collected invoice, this reduces a 50k-team run from ~28h sequentially to parallel distribution.
