Multiple Selling Settings bugs (DN-required service rows, rate cache, monthly sales, section toggles, POS tax id)

Fixes several Selling Settings bugs, including service rows that cannot be invoiced when a Delivery Note is required, and a stale maintain-same-rate cache.
