Set allmulticast on the mesh uplink in host setup

Hosts with Broadcom bnxt_en NICs use allmulticast instead of promiscuous mode, because firmware 214 blocks receive traffic in all-multicast mode. Mumbai hosts now run firmware 230, which fixes the stall.
